Punjab Home Affairs and Justice Department issues revised guidelines for Lockdown

The Punjab Department of Home Affairs and Justice on May 17, 2020 issues guidelines for the State of Punjab to be followed under the extension of the lockdown for 2 weeks i.e. May 31, 2020. The districts are requested to demarcate red, green and orange zones along with the containment areas. In containment areas only the essential activities shall be permitted. 

 Movement of people shall be strictly prohibited from 7 pm to 7 am for all the non-essential activities and people below the age of 10 years and above the age of 65 years shall not be allowed to go out. The Standard Operation Procedure is to be followed in terms of the movement of the citizens. 

 The hotels, restaurants, pubs, malls, swimming pools, parks, gyms, educational institutions and offices are to remain shut until further notice. All temples should prohibit the entry of people and no religious gatherings shall take place. 

 Inter-state movement shall be allowed for emergency purposes and with proper consideration given by the state government. All the vehicle movement shall be permitted as specified in the Standard Operation Procedure. 

 The offices can operate with minimum working staff and proper social distancing is to be followed. Wearing of masks and gloves is mandatory. All the e-commerce activities are permitted in the district. No separate permission is required for the movement of the people from 7 am to 7 pm. 

In case of violation the individuals shall be tried under Section 51 to 60 under Disaster Management Act, which talks about offences and penalties and Section 188 of Indian Penal Code, which specifies penalty for disobedience to order duly promulgated by public servant.
