Punjab PCB notifies imposes Special Condition to in-house treatment and dispose of solid waste

The Punjab Pollution Control Board (Punjab PCB) has directed the Bulk Waste Generators to impose Special Condition to in-house treatment and dispose of solid waste in the consent to establish and operate to be granted under Water (Prevention and Control of Pollution) Act, 1974; Air (Prevention and Control of Pollution) Act, 1981 and Authorization under the Solid Waste Management Rules, 2016. As per Rule 4 of Solid Waste Management Rules, 2016, related to “duties of Waste Generator”, all resident welfare and market associations in partnership with the local body ensure segregation of waste at source by the generators, shall facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers. The bio-degradable waste shall be processed, treated and disposed of through composting or bio-methanation within the premises as far as possible.

The National Green Tribunal (NGT) as well as Ministry of Housing and Urban Affairs had directed that the Bulk Waste Generators are required to set up decentralized waste processing sites as per the SWM Rule, 2016.

Thus, in order to ensure the compliances of the SWM Rules are followed, the Punjab PCB has been decided to impose the following as a Special Condition in the consent to establish or operate to the Bulk Waste Generators:

“The Bulk Waste Generators shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in SWM Rule, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting or bio-methanation within the premises as far as possible. The residual waste shall be given to the waste collectors or agency as directed by the local body.”

This order will come into force with immediate effect.
