Government of Odisha publishes the Odisha COVID-19 (Amendment) Regulations, 2020

The Odisha Health and Family Welfare on April 09, 2020, has published the Odisha COVID-19 (Amendment) Regulations, 2020, to further amend the Odisha COVID-19 Regulations, 2020.

The following amendments are as under:

Regulation 4-A has been inserted: Use of Mask: 

1)Government mandates the use of masks by persons while going out of house for any purpose. 

2)All Authorized Officers ensure the prevention of crowding and also ensure that people are using any type of masks while coming out of their houses.

3)Specifies the procedures for disposal of masks and if the masks are made of cloth, then Government specifies the procedure how to wash and dry the masks, so that people can reuse the cloth masks.

4)The use of mask by all persons shall be mandatory with effect from 7am of April 09, 2020.

Under Regulation 8 and Regulation 10 which specifies the penalty for violation of Odisha COVID-19 Regulations, 2020, the words and brackets “punishable under section 3 of the Epidemic Diseases Act, 1897 as amended by the Epidemic Diseases (Amendment) Ordinance, 2020” has been inserted instead of “punishable under section 188 of the Indian Penal Code”. Whereas, section 3 of the Epidemic Diseases Act, 1897 specifies the penalties for non-compliance of the Regulations. 

Regulation 8-A has been inserted: Procurement: Where to meet the urgency, the State Government may procure goods, services ad equipments necessary for prevention and control of the epidemic disease.

Regulation 10-A has been inserted: For violation of the provisions regarding Use of Mask contained in Regulation 4-A: where all concerned officers will compound the offence on payment of Rs. 2, 000/- for the first, second and third offence and on payment of Rs. 500/- for the subsequent offences.
