Punjab Health and Family Welfare Department notifies lockdown till March 31, 2020

The Punjab Health and Family Welfare Department on March 22, 2020 notifies a lockdown in the territorial jurisdiction of the entire state in public interest till March 31, 2020 (21.00 hrs).

Due to lockdown there are certain restrictions, namely:

1. All private establishments, such as shops, offices, factories, workshops and so on, but except go downs and warehouses, will remain closed.

2. No public transport service (passenger) including operation of taxis/ auto – rickshaws etc. shall be permitted except transport of all kinds to and from hospital, airports, railway stations, bus terminals/ bus stands. 

3. Strict home quarantine, for 14 days (excluding the day of arrival in India), shall be observed by all foreign returnees (who landed in India on or after March 7 , 2020) and their contacts/ other persons at risk as decided by the District Administration. 

4. All such foreign returnees shall also mandatorily contact the District Administration (104/112) and register themselves for home quarantine and download the COVA Punjab Mobile App – failing which they shall be liable for legal action. 

5. All person is required to stay at home. They may leave home only if necessary, for obtain essential services/ items or for employment/ duty.

6. Any gathering of more than 10 persons in public places shall be prohibited.

7. All inter-state commercial passenger transport (buses) shall be closed.

These restrictions shall not be applicable on the following services:

1. All the essential commodities and services and their manufacturing, supply chains, required transport and other logistics to ensure their availability. 

2. Rail and Air Transport.

3. All Goods Transport.

4. Electricity, Water and Municipal Services.

5. Banks and ATMs.

6. Print and Electronic Media including social media.

7. Telecom or internet and Cable operators and agencies appointed by them to maintain communication and internet services. 

8. Postal services, courier services, essential IT (Information Technology) services.

9. E-Commerce and its home delivery. 

10. Shops of Food, Groceries, Milk, Bread, Eggs, Fruits, Vegetable, Meat, Poultry, Fish etc. (including departmental stores and supermarkets) and all other daily needs.

11. Restaurants, bakeries, halwais, tea shops, eateries for take-away or home delivery only (no seating or dine-in shall be permitted). 

12. Hospitals, Nursing Homes, doctors, Vaids, Hakems, Homeopaths, Chemist shops, Optical store and Pharmaceuticals manufacturing. 

13. Petrol pumps, LPG gas, oil agencies and go downs, petroleum refineries and depots, petrochemical products.

14. Production and manufacturing units with continuous processes. 

15. Other private establishments that support the above services.
