Odisha Health and Family Welfare Department notifies the lockdown till March 29, 2020

The Odisha Health and Family Welfare Department on March 21, 2020, notifies the lockdown in the territorial jurisdiction of revenue districts of Khurda, Cuttack, Ganjam, Kendrapada, Angul and the municipal jurisdiction of Puri, Rourkela, Sambalpur, Jharsuguda, Balasore, Jajpur, Jajpur Road and Bhadrak from March 22, 2020 (7 am on Sunday) to March 29, 2020 (9 PM).

The restrictions stipulated by the Odisha Health and Family Welfare Department are as under:

a. No public transport services will be permitted. The exception will include transport of all kinds to and from hospitals, airports, railway station, bus terminals or bus stands.

b.  All shops, commercial establishments, offices and factories, workshops, godowns etc. will close their operations.

c. In these 5 districts and 8 towns, all distribution of benefits such as pension and PDS are postponed for the time being.

d. All foreign returnees are directed to remain under strict home quarantine.

e. People are required to stay at home and come out only for basic services while strictly following social distancing guidelines issued earlier.

However, the following establishments providing essential services shall be excluded from the above restrictions:

 Offices charged with law and order and magisterial duties: Collector; Sub Collector; Tahasil; Block

 Police; Health; Urban Local Bodies; Fire; Rail, Air and Inter-city Bus Transport (local Administration will regulate eateries in these premises); Bank/ATM; Print and Electronic Media; Telecom and Internet Services including IT&ITES; Postal services; Supply chain and related transportation.

 E-commerce (delivery) of all essential goods including food, pharmaceutical and medical equipment.

 Food, Groceries, Milk, Bread, Fruit, vegetable, Meat, Fish and their transportation related activities and warehousing.

 Take away or home delivery restaurants.

 Hospitals, Chemist Stores, Optical Stores, Pharmaceuticals manufacturing, Petrol pumps, LPG Gas, Oil agencies, their godown and their transportation related activities.

 Production and Manufacturing Units may continue to function after obtaining required permission from the Collector.

 Manufacturing units engaged in production of essential commodities.

 Private vehicles will not be allowed to ply during the lock down period except those belonging to the persons engaged in organizations or agencies permitted to operate, without appropriate ID proof or documents.

Any congregation of more than 7 persons will be prohibited in public places.

Any person found violating the containment measures shall be deemed to have committed an offence punishable under section 188 of the Indian Penal Code, 1860.
