Assam PCB issues guidelines regarding storage and trading of coal

The Pollution Control Board (PCB) of Assam on February 27, 2020 issues guidelines regarding storage and trading of coal which is treated as an industrial activity under Environment (Protection) Act, 1986, Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 and Rules. The units carrying out storage and trading of coal in the State must get permission from Assam PCB for establishments and operation of the unit after requisite payment of fees, failing of which may lead to closure of such activities. 

The followings are the guidelines applicable to all coal storage units in the State of Assam:-

1. The coal storage or trading area must have well determined boundary wall (brick or bamboo not less than 10 ft. in height).

2. All along the boundary, two rows of bamboo with spacing 5 meters x 5 meters must be planted immediately and maintained so that it creates vegetative wall or screen to arrest the spread of particulate matters.

3. Coal should be stored on an impervious concrete bed to avoid contamination of ground water leaching through rainwater, spraying water, etc.

4. Drainage should constructed around the periphery of coal dump to lead rainwater to reservoirs to be developed within walled premises of traders for chemical treatment of stored water especially for maintenance of appropriate pH and heavy metal contaminations.

5. All coal storage units have to install Primary Effluent Treatment Plant (PETP) for treatment of waste water and neutralization of acidic water.

6. Proper scientific stacking of coal in the unit should be done to avoid self-ignition.

7. To provide wire nettingaround the coal dump for arrest scattering of small particulars by wind etc.

8. Water spraying arrangement should be provided at a particular interval of time to control dispersion of dust.

9. Trucks loaded with coal should be covered during movement.

10. Annual renewal of permission or consent of the Board shall be necessary as per relevant Rules as amended for time to time.
