Industry Specific Compliance

The Petroleum and Natural Gas Regulatory Board (PNGRB) on November 11, 2020 has issued the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Petroleum Installations) Regulations, 2020. 

Objectives: 

• These standards are intended to ensure uniform application of design principles in layout, material and equipment selection, construction, operations, maintenance and like other process, as mentioned in regulation 3 above for safe operation at the facilities associated with Petroleum Installations. 

Scope: 

• All the new and existing installations shall be covered under the purview of this act. 

• These regulations cover safety in design, material and equipment, piping system components and fabrication, installation and testing, commissioning, corrosion control, operation and maintenance and safety of Petroleum Installations. 

• The regulations shall cover the design and layout in terms of safety compliance and fire hazard. 

• LPG installations are not covered under the purview of this act. 

Application:

• Definitions, layout, design, standard operating procedures, maintenance, inspection, competence assurance, fire protection, safety management plan and vehicle management system of Petroleum Installations shall be in accordance with the requirements of these regulations.

• These regulations do not apply to petroleum installations with aggregate storage capacity less than 1000 KL.
